The "speed" of communications as measured by the time it takes for a message sent by a server to initially reach a client is independent of baud speed. It is dependent only upon the media of transfer (phone lines -- various types, cable line, etc.), and so you should not vary inactivity timeout monitors to baud rate. Unless you are talking about some kind of transfer timeout, or unless you have access to information about the form of communication line, it is usually best to set a constant standard timeout.
