I hope someone can help me with this.

I am attempting to write a program that makes phone calls through the internet. I am not sure if this is possible, but would like some feedback about it.

Basically I want this program to call a phone number over the internet. It would then check to see if the phone is answered. If it is it will update a table in my database.

Right now I am just looking for feedback of whether this is possible or not. If someone knows of a way more information or links to information about this would be very much appreciated.
