restrict user when connecting via remote desktop

Is there a way to restrict users to 1 folder when using remote connection?
Or can it be done another way whereby they log on to the server but get their own desktop and restricted access to installing software, etc.?

Remote connection acts as though a user was logged into the host machine. Whatever rights you give to the user through the Control Panel, is what they have when they log in with Remote Desktop.

Okay, but as far as I can see the remote user is assigned as a guest user.
They are still able to delete files, move files etc.
What I'd like to do is enable them to use 1 application only and not be able to do anything else on the remote machine.

A remote user is signed in as whatever local Windows account that he uses the password for.

For example. Say you have 3 accounts on your Windows machine: Administrator, User, and Guest. He can sign in as any of those three so long as he knows the password.

Remote desktop is not a login program. It controls the whole machine remotely. That means that it acts as that machine from where the remote program is located.
