E-Mail Setup Help
I want to have an e-mail address for my site, how do i set it up?
1. Do I need any DLL extensions?
2. Do I need to edit my server to have e-mail, or is it an all PHP process?
3. Would this work: (myemail@172.16.1.35)?
Any help would be appreciated.

Well, you need to install a mail server and then make sure that the @whatever is the same as your domain name registered to the IP address of your site. You will have to get a domain since you only use IP.
For example...
www.gmail.com
test@gmail.com
www.yahoo.com
test@yahoo.com

Well it's not clear what you want in particular.
If you have a registered domain than the configuration of you mail accounts
like info@mydomain.com, will be done in the admin area of your domain hoster.
If you are using your own pc as a webserver than you have to install a webserver.
Here is a step by step tutorial on how to install a webserver and configure it for static, dynamic ips. (assuming that we are talking about a windows pc)

Also you can use a mailserver in combination with services like http://www.dyndns.com/
